Morning will, I was wondering how much room there is for cross-disciplinary research and classes at UPenn? I'm a physics bachelor at a liberal arts institution, and though I have an idea of what my major would be I'm unclear as to the degree of freedom I'd have outside that track? Are there any good resources on the website I could refer to?

Ryan, all of the program specific websites include sample class schedule/curriculum, so you can see how many slots for electives are available. There isn't one specific website I can refer you to, since each program has slightly (or not so slight) program requirements.

We recommend a minimum of 7.5 on the IELTS. We don't have recommended scores for the GRE.

Mahdiar, for master's applicants, students are admitted and then advisors are assigned. For PhD student's, this is usually part of the overall admissions process.

Guest, it will depend on the program and how they are evaluating the applications. Some depts give all faculty access to all applications, others assign a certain number to each faculty member.

R EE Master, I'm sorry, but this is decided by the individual programs, so all I can really say is that it is rare that any one piece of your application will disqualify you for consideration.
