Guillermo, no, if they're rejected for the first round they are not considered again for the 2nd deadline.

Will, will the choice of concentration influence the admission decision of master program of Mechanical Engineering?  I saw a lot of admission letters from Upenn but with no clarification of concentration (though we select one when we are applying)

Left, it can, but it's usually used for assigning academic advisors more than anything else, to my knowledge.

Dave, I don't know, as that would be up to the MCIT Online program. As they program just started in January I would imagine they're still tweaking actually how many they may be accepting per deadline.
