Before the season, the Astros would have been viewed as one of the teams with the most positive outlook for the next several seasons. How much has their terrible start and the underperformance of certain players affected that outlook? Are they still a team on the rise and a likely contender the next several years?

I'd say so. The core is still young, they've still got Reed and Bregman on the way.

Keuchel is a big part of their future, and so that's concerning, but they've got other interesting young arms, and it's not like we should expect Keuchel to be a zero moving forward.
They've got more young talent in place than most teams. I wouldn't be worried

That being said, he's older than he's ever been, this is his worst slump ever, and it's got to be more concerning when it happens at the start of a season
