Why does so much of the baseball world still treat "pitching to contact" as a real, doable thing, when we have really good evidence (even with recent qualifications to DIPs) that it's like 80+% not a real, doable thing?

I'm not sure that "so much of the baseball world" does. You don't really see (m)any teams stress it as an organizational philosophy. And for certain pitchers, those who would get themselves in trouble by pitching for strikeouts or want to be more economical with their pitches, I'm sure it makes some sense
I think it's pretty clear that the strikeout is more favored than it's been in the past, though
