There are two main dimensions to consider - quality of the pitcher and perceived cost.
You're going to have to overpay to land Thor, Boyd, or Greinke
Alternatively, Stroman and Bum are definitely going to be traded. Wheeler is pretty likely to go too.

But since they'll be exorbitantly priced, it's probably better to grab one of the others.

Oh, I don't see that as a new innovation by any means. That adjustment was implemented almost leaguewide by 2017.

We're actually to the point where ground ball hitters are seeing an uptick in their value because pitchers are attacking the upper edge of the zone consistently.
The Dodgers are interesting in that they actually do pretty well against fly ball pitchers despite their fly ball tilt
