So to me, it means over 400 players rostered, over 250 players kept, and a focus on long term roster management.
Others would quibble that shallower formats qualify too if most players are kept year-to-year

The leagues I call dynasty are 20 teamers
I call ottoneu (480+ rostered, about 200 kept) semi-dynasty
it's more than a keeper, less than a dynasty

but really, I think the defining factor is time horizons - can I plan ahead more than one year. A keeper league still usually rewards a focus on instant gratification. A dynasty requires more patience

Would you drop Jeff Samardzija in a 16-team H2H Dynasty? We can keep everyone forever and SP are tough to find, but I have Snell, Pineda, W Ramos and now G Sanchez all on DL with only three DL spots.

You worried about Gary Sanchez? I'm worried that these injuries may limit him to being a DH. That and he's not exactly a world class defensive catcher. If he stopped catching, wouldn't he lose all fantasy appeal?

He'll probably rehab it over the winter
The Astros have the depth to rest him more regularly which obviously isn't ideal but could lead to better production
So expect to see him at a 140 GP pace next year
