In my fantasy football league, there are 6 playoff teams and six consolation bracket teams, the winner of the consolation bracket gets #1 pick the next year... the draft goes on the previous years standings: 7, 8, 9, 10, 11, 12, 13, 14, 5, 6, 3, 4, 2, 1. Everyone competes until the end because it's imperative for the next year.

I've tried variations of that in the past. Messing with pick order is challenging

You want to encourage competitiveness without handicapping an ability to rebuild

The 14th place team - if trying - really needs that first pick
If they tanked, then it's less clear who should get the pick
I'd like a lottery version of that more with all but the teams that make cash getting SOME balls
