I think they're both playable in the right situation. Whether that applies to you is another matter. Are you behind pace for IP or need to out-volume in a H2H matchup?

If not, they probably project to slightly below average in every category. Which is fine for volume plays but not if you need to improve your stats.
Opportunity cost matters too. If you're using Shoemaker now instead of a trashpile later, then do it.

Jones was struggling before hitting the skids so he has to actually pitch well, probably share the role with Fry, AND get the opportunities

There are plenty of pitchers out there who regularly post a strong 15 start streak almost every year and struggle for other chunks of the season.

He's done this two years in a row so I'm looking at him more like a high quality Kevin Gausman with Coors Field stripping some value

Looking ahead at possible keepers in a shallow OBP keep forever roto league.  How hard should I be trying to keep guys like Votto, Rendon, Clevinger, Hoskins, Kyle Tucker and Senzel?  These guys are all kind of iffy and fighting for four spots.  Thinking of trying to make a trade or two to consolidate talent, but that tends to be difficult in this league.

Consolidating is always the right answer. Since it's a shallow league, I wouldn't worry about clinging to any of them in particular - especially the prospects

Present value is king in shallow leagues. If you can trade say Tucker, Senzel, and one of the others for an upgrade at the same position, do it.

OBP 5x5, would you move Olson to get Mallex Smith if you need speed for 2019?  Olson is losing OF eligibility, and with Goldschmidt and P.Alonso, I got to imagine my 1B power situation is good enough right?

I would move Olson for Mallex in almost any scenario. SB are so much more valuable than HR.
