At some point, yeah I think he should and will be up. It won't be opening day, but sometime over the summer, assuming he's healthy, there will probably be an injury or opening for one reason or another on the MLB roster.

Why is the MLBPA hesistant to accept MLB's salary floor? It doesn't make sense that they want a higher tax threshold, which only 3 teams may only benefit from, but not want a salary floor that would promote salary raises for players in middle and small market teams.

MLB's offer for a salary floor came with a drop in the luxury tax. There are already so many teams that use the CBT as a de facto salary cap. The Yankees, Dodgers, Astros, Phillies, Padres, Red Sox and Nationals have all used the CBT as a rationale to halt free-agent spending and/or made moves designed to limbo under the CBT in recent years. Dropping that threshold further, just to get a few tanking teams to spend a few million bucks more, doesn't appeal to the Players' side.

Why are opt outs bad for the team? Player opts out after a good year, he helped his team have a good year. Win win. If the team had a disappointing year and the player opts out, the team saves salary. Win win.

They're pure upside for the player. Take Jason Heyward. He signed an 8-year, $184MM contract with outs after years three and four. If he'd raked and won an MVP in year three, yes it's a win for the Cubs, but they also lose the player and have to take on the downside that things play out as they have (Heyward hits horribly and is an albatross that weighs them down for years)
