I gave up figuring it out.
They seem to be trying to pick up flippable guys.

But people overrate how many guys actually get flipped.
Last season, teams that finished below .500 had 26 guys signed the previous winter to one-year MLB contracts. only 7 were traded.

And only 3 of the 7 guys fetched someone that was then ranked in their top 30 by MLB.com
(Hill fetched their current 3, 10, 15, Kelly Johnson 24, and Fernando Rodney 8)

They year before, only 2 of the 18 were flipped (Cotts, Gomes) and neither fetched significant prospectage.

Yes, actually.
The Cubs are not immune to injuries and if they hit the rotation, I think that's one of the scenarios that really sees them disappoint
