Does it make sense for rebuilding teams to package assets with bad contracts? I've seen some teams do this and I feel like they don't really need payroll flexibility at the expense of better talent in return.

I think the opposite.  They should be willing to cover *more* of the salary in order to get better prospects.
There are only a few ways to outright pay for prospects.  This is one of them.
