Yes, it's in the CBA as a tax on salaries to drive down prices. It's doing exactly what it is designed to do, which is why the owners will demand a concession to get rid of it.

Sure, the lottery might be a positive investment at this point after tax and multi-winner considerations, but even if it were, look at the margin: >$584m isn't ACTUALLY worth 292 million times (approximate lottery odds) more than your $2 investment. I'd much rather spend $2 for a 1 in a million chance at a million.

Yeah, this is the funny thing; people start playing the lottery when diminishing returns kick in. In reality, the first million is the one that you want, and the extra $1.29 billion matters a lot less.
