They are more concerned about their return game than using him at WR
Well, Bud Dupree will eat up a lot of that with his fifth-year option of $9 million. They will need to get a good inside linebacker and, probably another halfback.

For the times he was in, I'd say Gary Anderson. All kickers have become more accurate since then, however. Chris Boswell is off to a great start to become that kicker.
