Let's say a guy gets into a lot of two-strike counts and generates a lot of swining strikes, but for some reason pr another has an unimpressive strikeout rate. Would you expect the strikeouts to naturally rise up via regression, or is "putting hitters away" a skill that this guy probably lacks?

I would guess that guy throws a great changeup. Changeup whiff rates have the weakest relationship with strikeout rates, and I think weak contact is the answer why.

There's been a lot about the Rays throwing high fastballs in the past week or so. Should more guys be moving away from the 2-seam to counter the uppercut swing, or is more dependent on a pitcher's innate spin?

Yeah if you don't have high spin, you need to be a sinker guy. Doesn't mean you can't develop a cutter that you can throw high and tight.

You hear about spin with fastballs, curveballs, and change-ups generally. Is there a relationship between spin and slider/cutter effectiveness?

Spin rate collection on those pitches is the worst. The hardware drops readings and also makes false readings. And there are so many different sliders/cutters that it's hard to know how to classify the bunch.
