How do you determine when to change a grade on a skill for a player? What about the overall grade?

Just when it becomes clear what we have is outdated. That can occur in several ways (seeing players ourselves, talking with industry folks, etc). Continual performance/promotion causses overall re-evaluation and this time of year we just wipe the slate clean, basically.

Huge population, athletes often limited to soccer and jiu jitsu, sizeable Japanese population means baseball could actually take hold within the culture.
