SD fan looking for good news these days and the farm system seems to be the best chance for hope in that area. Any strong starts from 2016 1st round picks or noteworthy breakouts on the year?

Hudson Potts looks just fine here in the AZL, using the opposite field and getting some time at SS. Quantrill's velo is at pre-TJ levels. Beyond that you can read the J2 package I put out in July and it's littered with Padres stuff because their class was so strong.

Oh and Reggie Lawson has been into the mid-90s as well. They're taking amateur talent acquisition very seriously. Preller was at Area Codes and front and center for yesterday's PG game.

Haven't hear much regarding Touki Toussaint since the Diamonbacks dumped him for salary relief. Is it possibly they have correctly evaluated him as having little long-term upside?

No. Pitchers who throw in the mid-90s with a plus curveball have lots of long term upside. It's possible they correctly evaluated the risk associated with a wild teenage arm, but only after they used a first round pick on him.

Yes but he was able to get away with that more often when he was touching 97. I think it's more likely he does that again rather than suddenly learn how to create movement AND command everything.
