Good question. I guess components of talent eval in other sports don't lend themselves to that scale as easily, in part due to the sport's inherent lack of individuality.

It is when it is due to school schedules, which is why every draft in every sport is around the same few weeks. I think it has zero benefit for baseball and would be much better if it were during the offseason, but I;m not sure it can be.
