Yes, most milb teams have a few rows set aside for scouts
but the tickets are bought

Scout tickets are complimentary. They are also complimentary in MLB parks during the regular season. They have to buy them for the playoffs, but not like normies, they get access to purchase scout seats for playoffs games up to 48 hours before the game, then they are release to the public.
