Let's say TBR has a deal with Porter (that's how it works right?). What happens if some other team pops him first? Like what stops a team like the Cardinals with their slot sign in R1 from taking him?

nothing, you risk angering the agent and player enough that they don't sign, which might impact how that agent does business with you in future years. Teams call players' bluff all the time and ask for forgiveness rather than permission in those scenarios
