Is the media endgame for MLB to own all local rights (except for the few largest markets), sell them as a bundle or individually to viewers, and then sell piecemeal exclusive national games to whichever media company will pay?

From what I've heard, the endgame is to own the local rights for all markets, even the largest ones. Problem is, the Yankees, Dodgers, etc. almost certainly won't go for it without massive concessions elsewhere. I'm not sure what an agreement would look like here if they leave out the biggest market teams from it but absorb all the others. But this is what Rob Manfred wants to do before his commissionership is done.
