Rooney had commented they were closer than last year at signing Bell to a long-term contract. Was that not accurate, or has Bell perhaps increased his asking price since last season ended?

I'm not sure he said they were closer than last year; I believe Bell indicated -- and the Steelers confirmed -- they started working on a new deal earlier than they did in 2017. At this point, I'd be surprised if they signed him. If he plays under the franchise tag this year, there's no way they will sign him to a new deal after that.

alot of teams preach competition at every position but it seems like the steelers never do. if the team knows a player isnt performing they remain a starter
