Hi Gerry.  Wouldnt the Steelers have made other RB plans in the off season had they known he wouldn't report? I guess the question is when the two sides dont talk about when he will report, the Steelers are left holding the bag with no star RB the first week or maybe longer. Correct?

The Steelers assumption was Bell was going to report Monday. They believed he would show up. And he did tell some teammates he would. But he didn't.

The consensus was that the Steelers were content to keep Martavius Bryant until the Raiders made them an offer they couldn't refuse. If Bryant is not suspended, would the Steelers pick him up? Would make for some formidable 5 receiver sets.

They can't trade him until he signs the tender. But they could rescind the tag and make him a free agent.

I'm guessing not much, unless there is an injury. Not always a good idea to hand a rookie the ball on the road in his first NFL game. If they do, it will be in third-down packages.

Gerry, why  do you think the Rooneys or Tomlin agreed to franchise Bell and have to deal with his circus again?  Seems like a bewildering decision. Should have just signed a capable RB to a lower level deal and moved on.

Can the roster exemption be used at anytime once Bell signs? If he extends his vacation by 4 more weeks and the current RB tandem is up to par, can and will they use it? Would be nice to see him not get that money he feels he so desperately deserves. His play deserves it but his attitude is not of Steeler caliber.
