Idea to fix tanking: more flattening of the lottery odds, no more play-in, non tax paying playoff teams get an additional mid level exception type bonus. Maybe even could be combined with mid level exception

Giving playoff teams extra cap exceptions is another idea that feels a step too complicated for me. But I get the thinking -- you don't want to create a system where teams are incentivized to tank out of the playoffs for a decent chance at a top pick.
