Any chance Shelton is fired after this year?  Or is the sample size of this season too small to make an evaluation?

None. The sample size is too small. He's ill-equipped with talent. And I also really can't see the Pirates paying two men not to manage.

Saw something on Kumar Rocker up above. Really hoping the pirates are able to draft him. If the pirates do get Rocker, what would be a fair estimate for him to get to MLB based on his substantial talent yet young age?

Nobody puts Baby in a corner, but I don't know, couple years? Tough to say having never seen him pitch and him having never pitched in pro ball, but he's also absurdly good. I'd think probably inside of three years would be a starting point.
