I don't have a window into Carson's brain, and even if I did, I'd never dare to open it, but Carson loves minor leaguers more than he loves major leaguers, and the Brewers have a lot of interesting minor leaguers in or approaching the upper levels. So in that sense I can do the math

Is this the year we see at least one club, for at least one pitcher in the rotation, switch (during the regular season) to a "two-times-through-the-order" threshold rather than innings pitched or pitches thrown? Or are we not quite there yet (beyond, maybe Maddon)?

Teams are probably a little better at identifying minor leaguers who are big-league ready. Not ready to be *impact* big-leaguers, but ready to be helpful. In the Rule 5 draft, you don't want to worry much about finding a future star. Seems like you could somewhat safely find a role player if you focus on a good defensive outfielder with speed and some contact ability
Speculation: teams like to stock the 40-man with upside. They leave off lower-ceiling players, who then become Rule-5 eligible. Those lower-ceiling players can be immediately useful to teams who aren't so deep
