When you have reports on players and they talk about a  major flaw and things that need to be fixed for a player to take off, which skills can usually be fixed and which skills can’t? For example, Ezekiel Tovar’s chase/swing rate or Jordan walker’s ground ball rate. And what are there orgs that you look at that can develop or change these players

The net of what can not only be fixed (but accurately identified in the first place) has grown much wider thanks to the amount of available data/training tools, including the two examples you cited.
