Insurance companies are required to notify DC DMV of any insurance cancellations or terminations.

DC DMV is not a law enforcement agency. If this is to report a driver unlawfully operating a vehicle without vehicle insurance, I would recommend filing a police report here: https://mpdc.dc.gov/service/file-police-report

I would like to submit a report of a business in my neighborhood  whose tow truck that crashed my two cars did not have insurance. The truck was not insure during the accident.

DC DMV is unable to issue a letter stating a record has no tickets however our systems communicate with other DMVs across the country ensuring someone with a clean record is able to receive credentials in other states.

OK but i was never licensed in DC but received a camera ticket several years back when I was driving through DC (ticket was dismissed).

Good afternoon, Anthony. If you believe you were issued the same ticket twice or were otherwise incorrectly issued a ticket, you are able to respond to the tickets through the DMV Adjudications Administration. You can learn more about that process here: https://dmv.dc.gov/service/respond-ticket

I received 2 tickets at the same time for the same violation.  I received 1 at 4:19pm and the other less than a minute later at 4:20pm. Do I have to pay both tickets?

Good afternoon and welcome to today’s online chat with the DC Department of Motor Vehicles. My name is Kaleb Harmon, the Public Information Officer for DC DMV, and I look forward to chatting with you this afternoon.
Today, we’ll discuss your various DMV questions related to driver licenses and identification cards; vehicle inspections, titles and registrations; and the adjudication of photo, parking and moving violations. 
We have over 55 online services (http://dmv.dc.gov/page/online-services) and multiple facilities which provide in-person service to 2,800-3,300 daily customers. Regarding tickets, we have two main sister agencies: DDOT which regulates parking (i.e., signage, meters and parking permits), DPW/DDOT which issues parking tickets, and MPD who issues photo enforcement tickets along with 30 plus other entities in the District.
