Hello.  DC Law requires you to have a valid credential (a license or ID Card) in order to maintain a valid vehicle registration.  No appointment is needed to come in and renew your license.

What I am further perplexed about is why my registration is tied to my not having a driver’s license. My insurance through GEICO is valid til November. I do not have proper tags so I can’t have anyone use my car to run small errands for me. My niece comes from NYC and must use Uber to take me for shopping and other appointments and my daughter drives up from VA Beach - so no problem there. I should be able to have my registration.

Unfortunately, there is no other option to have the penalty waived.  DC Law requires the ticket to double if not paid or contested within 30 days or less.

Thank you - just to clarify regarding my question on late payment penalty: I sent payment for my ticket at day 31 (1 day after the 30 day deadline). I received the late payment penalty in the mail two weeks after that date. I need to know how I can get a resolution on how to get the late payment fee waived. This is outrageous to charge hardworking DC residents double the price of their fine when clearly they struggle to make payment on the fine itself. Thank you for your help.

Hello.  I'm sorry to hear about this.  However, the DMV has not used appointments for renewal services since July 2021.  You can walk in for services.  No appointment is needed.

I was not able to get my driver’s license renewed - I started before my 80th birthday with an eye exam and a doctor’s medical certification. Several times I (or my daughter or niece) tried for an appointment. No luck. Another time passed when we again tried for an appointment, so back for ANOTHER eye exam and my primary doctors check. In the meantime my doctor thought that this process was most debilitating to me. I thought so too.

If you pay for the ticket, you no longer have the option to make any request for a hearing to waive the penalty.  If you look at your ticket, it instructs you not to pay any portion of the ticket if you are interested in a hearing.  The matter is considered closed once any payment is made.  In the future, you would make this request online and contest the penalty.  Here is the link:  https://dmv.dc.gov/service/respond-ticket

Thank you - is there a specific email address to reach the hearing examiner? I already paid the ticket and cannot adjudicate the ticket itself. I only want a review of the late fee assessed. Thank you.

Hello.  You can make the request along with your statement and evidence as to why you feel the penalty should be waived.  The Hearing Examiner will use your statement and supporting evidence and make a decision.

Can you please describe the process to request adjudication of the penalty for late payment of a ticket? To be clear I am asking about the penalty when the DMV does not receive the ticket payment within 30 calendar days from the date the ticket was issued. Thank you.

Thank you - can you point to the procedure to ask for an adjudication of late payment fees (the doubling of fines after 30 days of ticket issuance)? Thank you

Hello.  The Bill you are referring to goes into effect on October 1, 2023.

Has the Clean Hands Certification Bill 24-237 been enacted and can persons with tickets renew their license before paying all of their outstanding tickets ?
Clean Hands Certification Equity Amendment ACT OF 2021 Bill 24-237. Is this bill effective and can persons with tickets renew their drivers license without immediately paying ticket fines ?

I'm now ready to take your questions related to any DMV service and activity. If you have a question not related to DMV, I'll try my best to redirect you to the appropriate agency.  Also, I may not be able to answer specific questions which require research related to DMV issues since I only have an hour to chat. Therefore, if your question is specific to your driver license, a ticket, etc, I may request you submit it to us by email (dmv@dc.gov) or service request (http://311.dc.gov).

Good afternoon and welcome to today’s online chat with me, Gabriel Robinson, DMV Director. Today, we’ll discuss your various DMV issues related to driver licenses and identification cards; vehicle inspections, titles and registrations; and the adjudication of photo, parking and moving violations. We have over 55 online services (http://dmv.dc.gov/page/online-services) and seven facilities which provide in-person service to 2,800-3,300 daily customers. In regards to tickets, we have two main sister agencies: DDOT which regulates parking (i.e., signage, meters and parking permits) and DPW/DDOT which issues parking tickets, along with 30 plus other entities in the District. Also, MPD issues photo enforcement tickets.
