I know you've explained why Quips will be forced to move up again in Football classification. But why doesn't S> Columbia?

This has been explained before. They meet the "success points" minimum, but they haven't met the transfer minimum. Coach Jim Roth said after the state championship that they had no transfers past two years. So they will not move up. You have to have both.
