In theory, it's just determined by the league's processes for verifying residency and such. Perhaps they also research other things (age?) before granting FA. I don't know of any particular reason to believe the process is manipulated, but certainly there are varying incentives for the player/agent and certain teams for it to be granted at a certain time.
(Earlier is always better for the player - gives them options. But some teams would benefit from it landing in an earlier or later period.)

Not seeing much in his fundamentals to suggest there's a real change in his value. And like the others, there's a reason these guys could be had for such marginal commitments.

That said, sure, it's not hard to imagine one or more being seen as useful pieces at the deadline. But I wouldn't get my hopes up for a big return.

If he's in really good form come July, he could fetch a solid, top-100 type prospect. But it's impossible to predict; even if we knew just what Santana would be doing and what the supply/demand situation is, the Twins' internal preferences and those of possible suitors can't really be gauged.
There are all manner of scenarios in these deals, too. Remember: Arrieta/Strop (two bounceback MLB-level targets) went for Feldman.

Sometimes reasonable decisions don't work out. But I'm not sure that was really an either/or. Valbuena signed late and gave them an option at both corners -- different type of player.

I have had very marginal success getting my kids to pay attention to baseball, and I suspect it's related to the fact they are little kids. Bide your time, limit any TV generally, and try bringing them to the park to catch the baseball bug. Easier to stay entertained when you're watching in person.

Well, he's a guy who seemingly is valued quite a bit for his skills. But yeah, ultimately you have to turn that into production, and he just hasn't done it consistently. He'll have to really pick up the pace to land a big deal.
You can see how we view Hosmer's situation in Tim's FA power rankings. Certainly not currently rating him as likely to land nine figures.
