How much stock do you put in the "The team is desperate to win now, so they'll overpay" theory? For example, it seems like fans of every non-contender with a closer thinks that the Nationals can be talked into to giving up Robles for him.

If you get to the root of why people say that, it has merit. Teams now know they are in a certain situation -- for the Nats, say, very likely to win the division. And they have a pretty good idea of what they could do to improve. So, they are more likely to give up more value for the simple reason that they have a greater anticipated return on the cost of the investment.

But the whole desperation thing is a bit iffy ... maybe in some circumstances you'll have an owner that is just plain willing to punt the future, but teams will typically stay within their valuations.
