Tied by what, ownership/spending constraints? That I don't know. But there are still Fiers-esque pitchers to be had.
Whether they really need a Fiers-esque pitcher is a fair question, though.

I mean, I realize he has suddenly morphed into an ace since going to Oakland, but his track record suggests that's not likely sustainable (unless they somehow unlocked some secret formula).

The Padres are always last in all batting statistics, even though they have "core" pieces in place with Myers, Margot, Hedges, Hosmer, Renfroe. None of the Padres’ players have even 2 WAR this year. Why, and should the organization use their minor league depth to acquire SEVERAL significant upgrades rather than let current players keep their starting jobs?

Well, maybe those aren't actually core pieces, then. Just b/c you get a guy who has long been viewed as a future core piece to the majors doesn't make him one.

Both Myers and Hosmer are undeniably solid MLB players, but both of their contracts obviously came with some real questions.

Should they try to bundle up prospects to get better in the majors? To an extent, sure. And some of their lesser prospects obviously have real value. But the volume of high-upside/high-risk or low-risk/low-ceiling types of guys they have only goes so far ... there's a point at which you need to put in premium chips to get premium players.
They also can't really go upgrading the entire position player slate when they also need to add pitching. Have to keep some guys and hope for the best.

I don't think it's fair to go quite this far. But there's an argument to be made that they are a bit too beholden to the idea of getting "value." That seemingly drove the acquisition of Schoop and Moose, and played a major role in keeping them from adding arms. I'm sure their assessments of their own pitchers, and the ones they could have acquired, did as well. But sometimes you have to pay a little more than you deem fair to make a necessary improvement.
