No. Even if Votto were amid a typical Votto season, it still wouldn't happen. Votto has a no-trade clause, which he has said he wouldn't waive.

Depends on the type of deal they can get. There's a case it wouldn't make sense to pay for an extra few months of team control this year, as they're not contending. On the other hand, there's a case they should get out in front of the offseason now if possible.
If they can trade for Thor or someone along those lines now, it would take away a major winter need
