Yep. Several teams are in position to spend big. White Sox and Oakland both have about $13MM in salary commitments next season. Braves are around $50MM. Phillies are in the $70MM range. Even the Yankees are in the $90MM range. Probably a few others who could.
I don't think it happens, though.

When do you expect Bichette, Mejia, and Luis Roberts to be called up? What are there ceilings?

I think Bichette is mid-2019. Mejia will be a September call-up and will have a chance for regular playing time in '19 if the Padres can trade him. Robert is a maybe for '19, but more likely a 2020 call-up. All 3 can be perennial All-Stars. Elite prospects.
