The issue is.. will considering the opposite make things shorter..

Well, you don't have to use the complement rule because the complement rule WON'T make the calculations shorter.  Use of the rule doesn't really have anything to do with "looking for less than" or "looking for greater than"

One of those values will be "2".. but since Ha has "<" in it, the p-value is the chance of 2 OR LESS successes...
when you go to use the binomial formula  you will use n = # of trials (25)... p from Ho (.3) and then various values of y

The p-value is the "chance of your test statistic OR ONE MORE EXTREME... when Ho is true"
Now.. when you compute the p-value in the dentist case you will use y = 2.. but you will ALSO USE OTHER values of "y" as well to make the entire calculation.
