Not to sound like a broken record here, but this is also an ownership-related question.  If a new owner wants to make a splash right away, then the Nats might break the bank on a big name perhaps as early as next offseason, as unlikely as that seems.

More broadly, I'd guess 2025 might be the target date for when the Nats should hopefully start to get back into the hunt

Stone Garrett hit well in minors and his major league debut last year. What can we expect his contributions to Nats?

It's not a lock that he makes the Opening Day roster, since he still has minor league options remaining.  But obviously the Nats were intrigued enough to sign Garrett to a big league deal, so he'd seemingly be the favorite for the backup OF role

If Robert Hassell is hitting well and gets a quick promotion to AAA, how soon could we see him in Washington

Perhaps an end-of-season audition, though the Nats are in no rush to start his service clock this quickly.  If I had to guess, I'd say Hassell does debut at some point late in 2023, with an eye towards giving him a full run at an everyday job in 2024

can the Nats ever catch the loaded for the long term Mets braves and Phillies OR do the Nats need to hope that those teams are carrying unproductive contracts in a few years?

A lot can change in a few years' time.  Heck, at this point three years ago, the Nationals were the defending WS champions and the ones taking advantage of a weak NL East.

This got me looking up who the team leader was in WAR last season, and it was Juan Soto with 2.8....despite not playing the last two months with the team.

Josh Bell was second with 2.5 fWAR, despite also being traded.  Ruiz and his 1.7 fWAR led the way for players who spent the whole season in Washington, and Meneses was next with 1.5

I'm pretty high on Candelario's chances, actually.  He had 3.9 fWAR in 2021, and might get back on track simply by getting away from whatever curse was placed on the 2022 Tigers

I have!  Went with some friends to D.C. about a decade ago as part of a baseball road trip.  Had a good time and it's a nice ballpark, though our enjoyment was a bit tempered since we went during one of the hottest weeks in Washington's history.  Sitting in the sun in near 40-degree weather wasn't tolerable for more than an inning, so we abandoned our (nice, and pricey!) seats for the concourse.  Oh well.
