Yeah, but it was clear that he would have signed with Montreal had they made him a reasonable offer.
Friedman is under the impression that Montreal didn't even offer him anything, and was waiting until later in the summer to see how their cap shook out.

I'm not so sure about Canadian junior players.

Collective bargaining is all about trading things back and forth right, I have a hard time believing the NHLPA would trade Olympic Participation for anything substantial.
