With the flat cap, will the league allow buyout exceptions?  The blackhawks have some serious cap issues with both Shaw and seabrook retiring.

I'm not sure exactly what you mean with buyout exceptions, I assume compliance buyouts that won't affect the cap
They are not planning those, no

In terms of Seabrook and Shaw in particular, both players will be placed on long-term injured reserve
It gives the Blackhawks almost complete flexibility with the cap space they would have eaten up

It's a little more complicated, but it can actually be beneficial in some scenarios (see Tampa Bay) to be in LTIR with no chance of the player returning

It shouldn't be affected by Landeskog's negotiation, in fact it'll be the other way around.

The Avalanche can't go to a certain level with Landeskog because they know they have Makar and MacKinnon to sign
I still think they get all three done with relative ease

One thing I would like to point out though, to everyone saying "contracts will be signed after the expansion draft to help the team" --yes, in some cases. But remember that Seattle also gets a window to negotiate with pending UFAs before the draft.
If you don't have complete faith that the player will sign with you, it's hard to wait
Take Dougie Hamilton for instance. Sure, it would help the Hurricanes to wait until after the draft to sign him
But do you really want to give Ron Francis the option to sit in a room with him?

There is some thought that they are waiting to make sure things don't turn sour in Carolina with Brind"Amour before making a decision

If that negotiation breaks down somehow (and I don't think it will), there will be teams kicking themselves for not waiting
At the end of the day, especially with Columbus hiring Brad Larsen today, I think it will be Gallant in New York

I think whichever defenseman they leave exposed is probably the choice, but maybe Seattle takes a krack at someone like Bellows or Dal Colle, hoping to unlock the potential

On that note, would there be anything to Brind'Amour leaving Carolina? Only place I heard he'd consider if he walked away was going to Seattle because of his relationship w/ GM Ron Francis

You know, I obviously have made that connection too, but I've actually heard that may not be as much of a deal as once thought.

I think the Hurricanes get it done with him eventually
