You told me that ,1. We must take tests before deadlines 2. I can submit my application for the deadline without scores but the application review will not begin until I submit the unofficial scores. I'm not able to connect these points. Please could you kindly elaborate?

Shrihan, you can submit the application whenever you want. But we won't begin reviewing it until we have the scores and all other parts of the application. So if you want it reviewed with the early deadline group, all parts, including the test scores, must be received by the end of the day on Nov 15. If not, then your application will be reviewed in the second group, with the deadline of March 15, provided we receive all materials by that date.
