If Dylan Cook and Spencer Anderson are developmental guys and looked good in camp, why were they not given playing time later in the year?  Did Moore's play not merit giving the developmental guys a shot?

Ahhh yes. Given the state of the AFC with Mahomes, Burrow, etc. then absolutely yes.
