The Rays don't *need* pitching necessarily but generally always find ways to add it.

Small market teams get extra draft picks and international spending space. That certainly helps.
But the Rays are also pretty willing to trade their regulars, even if it annoys some fans. So, the farm system has been pretty consistently stacked for a while now.
