It’s too early to pronounce KP a franchise quarterback or a bust. He’s playing for the worst OC in the NFL, his receivers are rarely open, his pocket collapses early, and even the announcers know what the Steelers are going to run.  The issue w the Steelers is coaching and will remain such until Tomlin is gone.
