I think it depends. On some of my teams, I have the corners and Util filled so I'm ignoring him. It would be him or Josh Naylor. Also, I think the amount of money left in the league matters. I think the range will be wide.

I'd prefer Tork. Candelario is a gamble. He could go an anchor a team's 3B position (i.e. Yankees) or be a part-time or bench bat. I'd probably go with CES but knowing that I could miss out on an upgrade to Candelario.
