The lights turn back on, revealing the hallway to actually be a massive room with glass walls. Inside the glass walls are many, many corpses. At first,  Rain thinks he killed them, but then Rain recognizes a few of HIS own opponents in the fire. Savor is the disposer of the corpses

*throws a dismembered arm at his head*   Your cause is so just, though you'll scatter like dust in wind of ashes, yet I feel inside a truth to find, so LET THERE BE LIGHT

With his words, the entire room lights ablaze, burning the corpses. There are countless bodies scattered everywhere,  and Rain stands speechless. The scene isn't inheritly painting Rain in a bad light, nor making Savor a super angelic or retrobutive.  They're both just doing their jobs, Rain as a demon hunter and Savor as a scrapper. It just so happens that Rain's job directly scars Savor, so he needs to know his actions directly have consequences

Savor knows Rain is trying to bring peace, he's no trying to be cruel, he wants to help everyone. But he hadn't had any idea of what it was costing...until that point

Savor is trying that too, both he and Rain know they can't save everyone,  but they both fight to make sure no one else is hurt.  Unfortunately,  their methods are inherently incompatible
