Ceiling, yes. I have a 50 FV on him now. Generally view the stuff as that of a #3/4, non-zero chance the changeup and/or curveball outpace my projection, but also think he hasn't thrown strikes for two years and that concerns about his control are valid.

Major League Baseball is really hard and that kid is learning new defensive positions on the fly. It'll be fine, long term. Not great for him to be struggling in a playoff race, though. Hope HOU is patient and doesn't do anything that mires his long term devo.
