Do you think the luxury tax has been counterproductive to what it was intended to do? Previously small market teams had an advantage over (or were at least more or less equal to) bigger teams in terms of things like international spending. But does the tax incentivize teams like the Yankees and Dodgers to put their money into the farm system instead of rolling out a $240M payroll? 8 of the top 13 international amateurs this year went to 3 teams.
