Why do the O's participate in the draft? Why not give Machado more than 500K a year in his first three?

I don't think the dataset is particularly robust.

I think they go low-key. The division's not likely to be hard yet in 2018 and with a top-heavy rotation, they aren't really incentivized to pay a lot for a playoff pitcher. And with some pretty damn big free agencies coming up, don't want too many big ticket purchaes
