If Darvish is not dealt the Rangers basically get a 2nd round pick.  That seems like a easy hurdle to clear for a team to beat as a trade offer.  Candelario would be more valuable than that correct?

Yeah, that doesn't help. You normally would have teams like HOU, WAS, and LAD being more aggressive buyers, but they are already in the postseason, so they can be picky.

I keep hearing that the Rangers will get a 2017 draftee from the Rockies as they are not yet eligible to be traded. I thought that players had to eligible to be traded at the time of the trade to be on a PTBNL list. Also what about the Trea Turner trade?

They changed the rule after the Turner trade; 2017 draftees can't be traded until this winter.
So it's not a 2017 draftee.
