Susan, you would need to specifically request this. On the second application, you would answer "NO," for the question, “Will this provider be submitting the letter of recommendation online?”. Then, you'd need to email us after you've submitted the 2nd application and request to have your letters from the first application added to the 2nd application. We don't normally recommend this, just fyi.
