Vijay, we fully fund all of our admitted PhD students unless they are being funded by an outside source (gov't, scholarship, etc)

Haritha, it is on a rolling basis. I can't give you a specific date, but we try to have them sent out in 6-8 weeks after the application deadline.

All, I've already mentioned this a few times, but you can find all master's decision release dates here: https://gradadm.seas.upenn.edu/how-to-apply/ and all PhD programs release decisions on a rolling basis. All applicants will receive a decision.

Is it possible to join as an MSE student, and then be transferred into the PhD program in the second year? Subject to advisor endorsement ofcourse.

Aditya, this is possible, but it is very rare. You would still need to apply through the regular process and then, if admitted would normally start the 2nd semester your 2nd year.

Praful, sure. When the department makes a decision (admit or reject) they let us know and we send out the decision letters. They do this as they reach decisions, not all at once. Hence the "rolling basis," I refer to.

Also Will, do BE PhD students earn a masters as they work towards their PhD? If I already have a masters, can i transfer credits to finish this requirement earlier?

I’m applying to MCIT and you mentioned that TOEFL is not required but recommended, my question is that i have TOEFL ibt score 66 and and working in an organization that  officially using English for all related work and also my degree modules are all in English but not in a country where English is the official language. Specifically Saudi Arabia. Do i have a chance to be admitted in MCIT online program?

Ahmed, I did not say that. It is required for all international students for any graduate program if you have less than 3 years at a school where English is the language of instruction.

And a 66 score is extremely low so this would be considered a negative on your application.
